Good Governance

Two redistricting bills will be heard in the House Judiciary Committee.

HB 211 aligns with recommendations crafted by the cross-partisan, multi-disciplinary, geographically, culturally, ethnically diverse Redistricting Task Force. HB 211 enjoyed early bipartisan support.

SB 15 does not meet the level of rigor for best practices around transparency, fairness, and inclusion, nor does it address concerns about:

  • representation and engagement with the 23 sovereign Native American Tribes and Pueblos and communities of interest in order to adequately address Voting Rights Act issues

  • transparency and respect for civic engagement, particularly in the event of legislative amendments to redistricting maps submitted by an independent body

  • incumbency protection

  • use of partisan data to support partisan gerrymandering

House Bill 211 addresses these issues. Partisan gerrymandering, incumbency protection, and an amendment process that does not have built-in transparency fail-safes can be fixed if SB 15 is amended.
